On your blogger dashboard page on the left side should be an edit your profile link. In there is a spot to add you picture. It wants a url, a web address to where the picture is. I personally just upload it to my blog and paste that address(right click on the pic and go to copy link location and paste in appropriate box) but if you use a picture hosting site like fotopages or flicker you can paste that address.
